Attached is your 7 January memorandum to
the members of the Administration Career Board
requesting their estimates for FY 1965 intake
of Junior Officer Trainees. June has conformed
the Board members` copies--they are also attached.
The total number requested is 55. Both
Security and Logistics qualified their estimates--
Security, in terms of education and training--
they are looking to JOTP only for scientific
and technical types--a total of 3; and Logistics,
in terms of flexibility of assignment--they do
not go along with accommodating any of our 25
trainees for headquarters tours.
I might point out that our estimate of
25 for FY 1965 was made prior to the "graduation"
of the last class. We now have in rotational
training
and This number equals our intake of
JOT's over the last three years and within the
last week I have talked to five in the current
class who will be heading for 0 shortly.
It would seem that the grapevine has
helped to fill the pipe line and I would sug-
gest perhaps getting a reading as to what this
pipe line contains before requesting that
another 25 be recruited for FY 1965.

SUBJECT : Intake of Junior Officers - The Support Services
REFERENCE . Tab D of the Agenda for the 73rd Meeting of the
Administration Career Board, same subject
1. The reference (attached) was considered at our 73rd meeting.
Submission was deferred pending inclusion of additional requirements from
the Offices of Training, Communications and Finance.
2. Since we are all agreed that intake of junior officers through
the Junior Officer Training Program is appropriate for most DDS components,
I suggest that each of us signify below the number of such trainees desired
by our respective Career Services during FY 1965. Accession of these trainees
to the Support Services would be subject to the following conditions:
a. Participation in the selection of candidates by the
Support Service concerned,
b. Continuation of studies to determine optimum require-
ments for trainees in future years, and
c. Cooperation on the part of the Support Services in
arranging headquarters assignments for Administration trainees.

SUBJECT Intake of Junior Officers - The Support Services
This memorandum contains a recoaomerdation for the approYa1 of
the Deputy Director for Support. St.ch rec ndation is contained in
paragraph 4.
2. The Support Services have' In the last few years devised various
means for replenishing their profescsiOns f ranks. The Offices of Logistics
;mod Personnel have developed genera . programs to recruit and train Junior
officers within their functional. areas of responsibility, an apprc >etz
similar to that for Junior Officer Trainees entering the Administn tion
Career Service. The Office of Security, gearing its program more directly
to estimated attrition, plans train.ug; i.n ter. ms of the requirements of
the positions to be encumbered. Tht-se prograTi s net the Support Services

3. The level of recruitment outlined above has not kept paw with
need. If the Support Services ; to meet requirements Levied upon them;
a stained program for the recruitment and training of young personnel
must be maintained. Since most of the Agency depends upon the JOT Program
in this regard, it would seem logical that the JOT Program perform this
service to the maximum practic6nle 4.xrent for the Support Services. Al-
though this avenue of recruitment may not be suitable for medical per-
sonnel and for certain scientific and t,,.chnical personnel in the Offices
of Communications.. Security and Logisrics, it would seem that benefits
derived from collaboration with JOT? would far outweigh those from the
individual programs new being ccrnductod. Additionally, a larger number
of administrative trainees can be accommodated in view of known, require
means at the junior levels and the :proofessed willingness of the Support
Services to accommodate junior officers in Headquarters assignment a sub-
: eouent to service abroad. f' few years hence, under these arrangements,
u group of we? d -trained professionals should. be able to make appreciable
