In regard to a question that DD/P had made a decision to replace overseas personnel with DD/P careerists rather than with Support or OTR nominees which was raised earlier by Matt Baird, he advised me that he had discussed the matter with DD/P and now feels the situation is under con- trol. Two specific cases, were resolved and do not appear to be related tote basic policy issue cited above. 2. This problem was related to a statement made by Mr. during the briefing of the DD/S by the Clandestine Services Personnel Division to the effect that OTR sends for assignment to DD/P numbers of people who are not instructor types. Matt met with DD/P representatives on this subject and proved that statement was completely false and that OTR had never sent non- instructor types to the DD/P. The only exceptions are when the Clandestine Services reouests the assignment of a specific individual for a particular pur- pose.
