I saw t the Army Navy Country Club on 7 November 1964 and had a chance to chat with him briefly about employment prospects with the Agency. He thoroughly understands our situation and would like to be kept in mind if something develops, but other than that no further specific action is required in this case. 2. I invited him to come out for lunch sometime. There are several reasons for this: First, we are simply not hiri very many people other than junior officer trainees and specialists of one kind or another. Second, for those few vacan- cies which do Occur at the relatively senior levels we have two or three well-qualified people already standing in live, In addition to all of this, we have what you might call a "hump" in Tom's age group. Y. certain you realize that this is a most demanding and challenging assignment and he has done wonderfully well at it. However, Tom has worked so hard that he has had little or no opportunity to seek civil employment aixd hence is returning to Washington in early August without any particular prospects. He mentioned that he would appreciate a letter from me to you about him in the off-chance that you might be able to use his talents in your agency. He has been led to under- stand that you are cutting back on employment and that jobs are not too easy to get, but he is a very talented and highly intelligent man with considerable experience in your area of interest. I am enclosing a resume of his past service and he should be getting in contact with you. I would certainly appreciate it if you would give him some help and I am quite sincere in saying that he would make you a wonderful employee, particularly in the analytical and writing areas.
