The tentative line-up of Retirement Board
members from the other Deputy Directorates indi-
cates a high-level selection. I feel that it is incum-
bent upon the DD/S to select the same level. Initial
composition of the Board is important in that the
interpretation of the retirement law and the Agency
criteria will be initially established. It is in this
area that we want to ensure that the DD/S employee
categories are adequately covered by interpretation.
I would suggest two strong and vocal DD/S
representatives -- Communications
and either Alan War e or Howard Osborn.

I called this morning to advise that the proposed composition
of the et rement Board is being completed and that the Director of
Personnel suggests two nominations from the DD/S area; he suggests that
one be from the Office of Communications.
The tentative lineup of Board members is as follows:

From DD/S&T:
advised that there will be no nominee from the Office of the Director
or the independent offices.
The tentative composition of the Board listed above suggests senior
grade representatives from the DD/S. The supergrades in the Office of
Communications who would seem to be qualified (and available at headquarters)
are:
Some thoughts for the DD/S member other than the Communications
representative include a question as to whether or not anyone from the Offices of

Finatfce and Personnel or the Medical Staff should be considered because of
the other duties and responsibilities that they may have in connection with
the administration of the system. If we omit that group then I would suggest
consideration of:

Alan Warfield - GS-17
or
one of the members of the DD/S immediate office.
Attached is a copy of the Director of Personnel's memo requesting
nominations (Att 1) and a list of the grades GS -16 and above in the DD/S (Att 2).
