MEMORANDUM FOR: Special Assistant to the
Deputy Director for Support
SUBJECT : Requirements for Utilization of Year-end Funds
1. The items listed in Section I of the attachment represent
equipment and services for which good utilization can be made of
year-end funds. These items are desirable items, none of which
were programmed in FY-66 or FY-67 budgets because of previous in-
structions in the budget exercise to maintain an austere posture.
2. The items contained in Section II of the attachment are
included in our FY-66 budget; however, we feel it is very desirable
to utilize FY-65 available funds for the acquisition of packing snd
crating supplies. Budgeting for this type of material is normally
based on past experience; however, the unforeseen special sumort.

opportunity to avail ourselves of funds for these items at this
time, it will provide further insurance for adequate provisioning; in
the next fiscal year.
