Dear Mrs. Louchheim:
In answer to your invitation, the Central Intelligence Agency
weicoxnes the opportunity to submit for the 1966 Federal Woman's
Award the nomination of Miss a senior intelligence STAT
research analyst who is known in the United States intelligence corti-:unity
as a highly competent specialist on Vietnam ar:d Southeast Asia affairs.
Miss career in this Agency has laeen exceptional, and I believe
her contributions to national security efforts rnerit public recognition.
I atr h sure that the Board of Trustees will understand that security
considerations surrounding many of M?s achieve: ents ilmit STAT
the extent to which they can be substantiated in the enclosed document
forwarded for the Board's review. Because of this limitation, I will ask
one of our senior officials to brief the Board on Miss I work STAT
during her fifteen years in this Agency if more detail is desired.

this most worthwhile awards program to honor distinguished women in the

SUBJECT : 1966 Federal Woman's Award
1. This memorandum is for information only.
2. In the Office of Security review of the material to be sub-
mitted in nominating Miss for the 1966 Federal
Woman's Award, careful consideration was given to the proposed
release of information regarding this Agency's role and Miss
contributions in the Vietnam situation. Approval was given with the
understanding that the information will be made available primarily to
the Board of Trustees of the Federal Woman's Award and that there
will be no public release of this data without advance coordination with
the Agency.
3. We believe that any public announcement concerning the
involvement of MissQ in the Vietnam scene may well lead to
a rash of correspondence, telephone calls, and general harrassment
of her by individuals and groups in opposition to the policies of our
Government and of this Agency. The Office of Security is prepared
to assist in reducing the effect of such actions should her role be
publicized.

These awards are granted annually by the Federal .Woman's Awards
Board of Trustees, which is a group of outstanding community leaders
and top level Federal officials. The Federal Woman's Awards are
granted to provide s excial recognition to women who have made out-
standing contributions to the efficiency and quality of the career ser-
vicexo.f the Federal Government, to encourage high standards of per-
rormance from other women in Government, and to dramatize and
make more widely known to the public the wide variety and satisfac-
tion of careers for women in the service of the Federal Government.
Each year a number of awards, not to exceed six, are Srant.esi. Reci-
pients receive medals and commemorative gifts at the Federal Woman's
Award Banquet held in Washington, D. C,
The following general criteria are used in selecting nominees:
(1) Career service which has been characterized by outstand-
ing ability and achievement in an executive, professional,
scientific, or technical position.,
(2) Achievements having an important effect on a major Govern-
ment program.
(3)
Specific outstanding accomplishments which have made or
are making an important contribution to administrative,
social, scientific, or technical programs in the work of
a Federal agency.
Any woman in the Federal Government with not less than
three years' continuous, full-time service in the competi-
tive or excepted service, who has attained a rank equiva-
lent to grade GS-9 or above, is eligible to compete for
these awards.
Only three nominations may be submitted by each agency.
