MEMORANDUM FOR: Assistant Deputy Director for Support
SUBJECT : Emergency Power for Agency Headquarters

1. This memorandum is for your information only and is a periodic report
as requested by the reference.
2. Modifications of Switch ear for the Two 2000 KW Units. The General
Electric Company has submitted a proposal to modify the controls to permit
parallel operation, with the commercial power source, without interrupting the
power to the Headquarters Building. General Electric's cost for this modification
is $8,500 if work is performed without recourse to overtime. The proposal was
submitted to the General Services Administration (GSA) for their review and
comments. Inasmuch as this modification Is primarily an Agency requirement,
GSA has agreed that the most effective procedure is for the Agency to contract
for installation of the equipment without going through the expensive and time con-
suming process of staffing through the Design and Construction Division, Public
Buildings Service, and a subsequent GSA contract. We are requesting from the
Office of Planning, Programming and Budgeting, through the Deputy Director for
Support, an allocation of $10,000 for this work. The contract will be adminis-
tered by the Real Estate and Construction Division.
3. Emergency Power for the Signal Center. This Office is in the process
of preparing a scope of work and cost estimate for the installation of an 800 KW
automatic start, gas turbine, electric set which will be located in the powerhouse.
This unit will require approximately 50 seconds before it is up to full speed and
on the line.
