Dear Mr. Conrad.:
In response to your letter of 7 July 1966 to the Director? or=
Central Intelligence, a careful review has been made of this Agency's
possible interest. in certain types of communications service. The
following comments~,,are keyed, to the proposed. types of service which
the F-M might provide:

appear desirable to'complement the existing Washington area

propriate for this Agency to-connect trunk lines between our
switch and, a GUA switch.

At the present time, CIA is a member of a secured. facsimile net-
work to the intelligence community ia the Washington area.

vacy telephone system, as opposed. to a secure system, is of

The Federal Telecommunications System, as maintained by the General
Services Administration, seeks to satisfy the communication needs of
all the participating agencies. In order to perform this function
properly, it is essential that we analyze the latest techniques and
equipment which might produce increased economy and efficiency in
Government operations. Accordingly, we have been requested to identify
requirements for certain specialized communications systems that may
prove to be advantageous, provided sufficient need is exhibited by the
participating agencies. Among these are the following:
1. A cryptographically secure common user voice service
with conferencing capability;
2. Video transmissions of subject matter (diagrams,
specifications, charts, etc.) being discussed over
the long distance telephone; and,
3. A service which will permit telephone discussions
of private matters without fear of disclosure to
unauthorized persons.
In order to continue further with our investigations, we must know which
agencies have an interest in these services. Therefore, we are requesting
a letter giving us an indication of your agency's interest in these services.

Recognizing that there are many factors which preclude commitments from
agencies at this time, the information furnished in response to this request
should be considered for further discussion purposes only. If specific
requirements are not presently known, it would be helpful if you could
indicate potential applications for the service or services desired. When
we have accumulated all information from the interested agencies, we will
arrange for individual or group discussions relevant to these matters.
It would be appreciated if your reply could be forwarded to the address
below by July 30, 1966. Negative replies are also desired to complete
survey statistics. Information concerning your secure voice requirements
should be marked "For Official Use Only" or classified consistent with
the classification requirements of your agency.
