MEMORANDUM FOR: Deputy Director for Support
Establishment of Priorities for Computer
Programming for Management Information
Processing
1. has reported to me your desire to have
establish the relative priorities for computer programming support
from OCS as they affect the DD/S area.
2. There is no doubt that we have a problem. We are being
pressured increasingly for implementation of the Agency Planning,
Programming, and Budgeting (PPB) System in accordance with the
President's direction. Almost daily we receive requirements for reporting
which necessitate responsive computer programming support and machine
processing. The Financial Analysis Numbering system has required
modifications to bring it more in line with the Agency PPB System. In
addition, we must now begin to move toward the automation of the Agency
budget. Delays in any of these programs could have serious consequences,
since in most instances the programs can be implemented only at the
beginning of a fiscal year and any deferral means a delay of another year.
3. Rather than have Mr. attempt to establish priorities
for OCS Support to O/PPB, I suggest that he stay in contact, where
necessary, with Mr. ~f my Data Systems Development Staff. In
this way we can be certain that priorities will be considered within. the
context of planning for implementation of the PPB System as well as the
current demands for reporting.
4. As you are well aware, the arrangement of priorities above will
not solve the increasing backlog problem in OCS. Conversion to the

IBM 360 should provide some assist; however, it is not at all clear to
me that the present OCS schedule for conversion is realistic given the
present level of resources. Programs which are currently under review
probably will provide for modest increases in the OCS personnel ceiling.
I am hopeful that OCS can get outside help with the conversion task so
that the transfer of appropriate management information processing
applications to the new equipment may proceed as soon as it is feasible.
In any event, I believe it is in our mutual interest to urge
in his new assignment, to give early attention to this problem.
