SUBJECT : Two-Year Training Program for Clandestine
Services Career Trainees (CT's)
1. I have carefully reviewed your proposal for an add-on of
30 weeks to the Career Officer's Training Program, primarily for
language training. Since a decision now to do this will cost at least
I lover current costs -- and probably
more when costs for instructors, teaching aids, equipment, etc. , are
considered, I feel we must look for alternatives to accomplishing the
language training at possibly lesser expense.
2. The need for language competence in the Agency is unques-
tioned. But this can be acquired in a number of ways. I would appreciate
your identifying the alternative approaches available and estimates of
total costs in dollars, time, instructional staff, training facilities, etc.
As a guiding principle I would think that there should be a very close
correlation between the language training offered, its timing, and the
specific operational need. I have asked D/PPB to assist you in any
way he can in developing the cost data required.
