I don't think it gets across what I understand the basic purpose of the upcoming study of CIA's communications system is (or certainly should be). Succeeding paragraphs seem to be all right if we get the right picture at the outset. I would therefore suggest something like this in the opening shot: 1. The Director recently expressed concern over the high proportion of Agency monetary and manpower resources invested in communications activities. His concern relates particularly to the rapid strides being made in the development and expansion of broad new areas of communication- -secure voice, data links, long-distance xerography, satellites, and so forth--and the pro- found impact which these will have on our organizational structure, future methods of operation, and particularly on future budgets and manpower needs. The Director has therefore asked me to undertake a broad examination of the Agency's communications systems, with particular emphasis on future communications re- quirements and possible alternatives for meeting these requirements. 2. An effective . . . 3. The first . . . . 4. The communications . . . . As for how the overall study of our communications systems will be made, I presume we'll use a taskforce with perhaps sub- taskforce groups in each of several areas. If so, a little tinkering with paragraph 5 is in order. Something like: 5. I am asking O/PPB, in collaboration with each of your Directorates, to take the lead in defining the specific studies of Agency communications that need to be made and then suggesting a suitable taskforce arrangement for carrying them out.
