On 6 October 1970 wel and I) met with another of the periodic discussions of the coordination, authentication, and publication of official issuances. We told him that the situation was noticeably better than the last time we had met but that it was still somewhat of a struggle and there were several points which we wished to bring to his attention: a. We noted as a mechanical point that a separate memorandum was prepared for his signature each time the Clandestine Service reacts to a proposed publication. We wondered why preprinted Form #2306 is not used and learned that he was not aware that such a form existed. He took a copy with him. b. We noted long delays in the authentication of hich had been coordinated prior to being forwarded for authentication. We noted that this meant that Headquarters issuances were long since on the books without since, as we had informed him earlier, we felt we had no choice but to print after coordi- nation was achieved. c. We also noted that changes in editorial, and even some substantive changes, continue to be made in issuances previously coordinated and sent to the CS only for authentication. We pointed to the resulting difficulty of different Headquarters We urged that, instead of making changes, the coordinated publication be authenticated promptly and issued and that suggested changes be initiated as amendments. cec, z-'-F Ez ; ~ e n ec kI ~I? We noted our understanding that several Head- quarters publications, having been printed and distributed elsewhere throughout the Agency, were being held without distribution in the Clandestine Service. We strongly urged the view that this was improper. e. We also noted that, despite improvements, coordination continued to be a very difficult and unpre- dictable process. We noted that some were being held for no apparent reason. We further pointed out our difficulty in motivating the young officers we have assigned to Regulations Control Branch when Mr. will deal with no one except Chief, RCB, and will not allow his subordinates to negotiate or reach conclusions with RCB personnel. f . We noted the ExDir pressure on us to improve the whole process. We also pointed out the instances in which he decided to force action himself in order to avoid the frustrations of regulation coordination. g. We offered to insert I o the coordination process if this would help. - felt that this was not necessary. We also asked his advice as to any actions on our part which were causing problems in the Clandestine Service or which he felt could be changed for the better. - He had none. 2. I lappreciated the various points which we had made and indicated that he will again pressure to eliminate or restrict some of the problems. He thought he would ask or a monthly report. We suggested that we perhaps could provide such a report more readily and accepted this offer. also said that he had to accept delay in publication "if this guaranteed no mistakes through the intensive review byl and staff . 3. -]also advised that he had discussed with Mr. Kara- messines the assignment of a senior CS officer returning from the field to a full time job, for whatever period was required, of reviewing all publications. The objective would be to eliminate those which are not required, to streamline and update those which continue to be necessary. aid that Mr. Karamessines was sympathetic and judged that this might require some 90 days. - view is that it would require up to one year.
