SUBJECT: Coordination of Regulatory Issuances
1. On 27 February 1970, and I met wit
Don the subject of long delays in coordination of regulatory issuances.
We reviewed with him the time period since we last discussed the subject
with Chief, OPSER (thenE_ ewly on-board
present). We indicated, using the authentication and coordination status
reports dated 26 February 1970, that there had in fact been no real improve-
ment or change in the situation. We also cited a recent experience of the
Travel Policy Committee in finding its agreed papers subsequently bogged
down in I ffice as being particularly distressing. We again
pointed out that ontribution, when received, was useful but
suggested that the Agency over-all could not afford to have a single
individual determine its priorities. Further, we pointed out that we
intended to now initiate a revision in our practice of not printing Head-
quarters regulations until are authenticated.
We noted that we had adopted this practice of holding action since it
avoided the confusion which resulted when previously CS-coordinated
came back with recommended substantive changes.
2. expressed surprise at the extent of the problem
and undertook to look into it and attempt to effect a change. He took
copies of the 26 February status reports. He asked that we send to him
copies of future periodic status reports prepared by Regulations Control
Branch.
