I. When we consolidated for submission to the Executive Director-
Comptroller the Directorate responses on the above subject, we included
the following from your list which we believe fall primarily within the pur-
view of your Directorate:
"Authorized categories" of finished
intelligence publications need updating.
F Procedures for coordination of national
policy papers are obsolete in view of
current RISC procedures.
Regulation on coordination of inter-
agency liaison needs updating.
2. We would appreciate your undertaking responsibility for initiating
appropriate revisions. Since we are attempting to comply with Colonel White's
"push" toward speeding up the regulatory coordination process, we would like
to receive each proposed revision as It is completed and all within the shortest
feasible time open.

3. Items (a), (b), and (c) are already in process, according
to your notations in the attachment to reference. We would
appreciate a status report on the progress of these changes, with
some indication of when they will be sent to the Regulations Control
Branch. The remaining items are also on subjects of primary concern
to the Intelligence Directorate, and we request that you accept the
responsibility for preparing the necessary revisions. Our Regulations
Control Branch is prepared to assist in any way possible.

SUBJECT . Updating of Regulations
1. During a recent review of 11-leadquarters Regulations, it
was apparent that in certain instances Regulations are not consonant
with the way the Agency actually does business. Policy and pro-
cedures have changed, but in some cases regulatory changes have
lagged behind.
2. Some of the principal differences noted occurred in the
requirement for approving authority by the Director, DDCI, and
the Executive Director. This has occurred over the past few years
as the emphasis on the management of the daily operations of the
Agency has varied between the Director and the DDCI. This tends
to place an undue administrative burden on both the Director and
the DDCI when the final approval action concerns matters which
are fully staffed and concurred in by all participating components
and which are fully consonant with existing policy and previous
budgetary approvals.
3. We are now reviewing the Regulations to see what changes
should be made to reflect current practices and to shift some of the
administrative burden. It occurs to me that, while we are in this
process, we might well make the effort to correct any other dis-
crepancies or deficiencies that we can readily identify. I request

that you review the Regulations which are of greatest concern
to your component to see if the language is out of step with
current policy and practices. It is not intended that this review
identify desired policy changes; that can be done separately and
in the usual manner. Our purpose is simply to identify those
portions of the Regulations which need change to reflect what is
actually being done pursuant to changes in policy which have been
made either formally or informally.
4. Would you please give your comments and/or recommen-
dations. to the DDS not later than 1 August 1969.
