I reviewed with
the circumstances of the carpet in the CIA Library and then met with
Harry Eisenbeiss and We are all agreed that the carpet
in dispute will be remove from the Library and that. one of the Govern-
ment standard carpets will be installed. It is my understanding that,
although the Agency stocks only the salt and pepper carpet we have
presently under our feet, there is in the standard Government catalog
the same carpet in different color mixes. I ill be in. touch
with Mr. Eisenbeiss and I o make the selection. It will be
their choice as to whether they ask the Fine Arts Commission people to
participate in the color choice.

to hope that some recovery can be made from the installers of the present
carpet for the poor job -done and for either recovery or substitution of the
like quality of carpet from the supplier in matching color. If, as, will
presumably be the case, the present carpet can. be used for some other
installation, Eisenbeiss might get some offset in the cost of the second
installation. The use of standard carpet will permit both an earlier
correction of the situation in the Library and the use of this Fiscal Year's
funds, which would be Mr. Eisenbeiss' choice. He recognizes that they --
