This memorandum contains a recommendation for your approval. Such recommendation is contained in paragraph 6. 2. Referent memorandum requested approval for a 45-day trial period to open the Ames Center Building Cafeteria to State Department employees in the Rosslyn area. This request was made on behalf of the General Services Administration (GSA) and the Government Services, Inc. (GSI), who cited insufficient Agency patronage and resultant losses on operations. 3. Approval was granted "with the understanding that the 45 -day trial period will be used only to determine feasibility of expanding customer population to include the AID employees. It would not be possible to exclude the State employees after a 45-day trial period regardless of our reasons for wanting to do so; however, after 45 days, we, GSA, and GSI should be in a position to determine whether the Ames Center Building Cafeteria can accommodate the Rosslyn employees of this Agency, State Department, and AID. " 4. The Cafeteria was opened to State Department employees on 7 September 1971. A survey of their attendance indicates that an average of only 29 persons use the Cafeteria on a daily basis. The largest number recorded was 42 and, after the first week, the lowest number has been 12. 5. The turnout has been disappointing to both GSA and GSI and this Office has been approached informally by Mr. Robert D. Marcus of GSA to consider opening the facility to AID personnel in the Rosslyn area. We have no objection to this request and have ascertained through the Office of Security that all AID personnel are cleared to the Secret level with the exception of those new employees in process for full clearance. These employees have a distinctive badge and would not be permitted access. In view of the foregoing, approval is requested to notify GSA of our willingness to permit AID personnel to utilize the Ames Center Building Cafeteria for a 45-day trial period subject to: a. Access limited to fully cleared and badged AID personnel; b. The hours pf usage would be restricted to the period between 1245 and 1400 hours, the same as State Department employees; . c. This memorandum contains a recommendation for your approval; such recommendation is contained in paragraph 5. 2. For a number of years, we have received persistent requests to open the Ames Center Building Cafeteria to employees of other Government agencies In Rosslyn. These requests have been made through both the General Services Administration (GSA) and the Cafeteria Operator, Government Services, Incorporated (GSI), From the joint GSA/GSI point of view, the Cafeteria is losing money because of insufficient patronage. An average of 400 to 450 Agency employees eat there daily as opposed to a lunch-period capacity of 800 to 850, based on a seating capacity of 248 persons. 3. Our concerns to date for not opening the Cafeteria have centered around the possible large influx of personnel from other agencies during the peak lunch period of 1130 to 1245 hours, which would overtax both the facilities and service with the resultant inconvenience and annoyance to all concerned. A secondary consideration involved security. However, most of our employees in the Rosalyn area are overt with only a few under light cover who are more subject to compromise at the present time when coming in or out of the Ames Center Building during the lunch hours. There- fore, in the absence of valid security reasons, the primary reasons of overcrowding and insufficient serving facilities and personnel remained. 4. A meeting between our Logistics Services 43ivision and representatives of GSA, GSI, Department of State, and the Agency for International Development (AID) was held on 1 July 1971 to explore possibilities and options under which the Agency could permit opening the Cafeteria to State or AID. The following points were developed: a. All parties concerned recognized that the use of the Ames Cafeteria would be limited to State and AID badged personnel. b. Furl, they will provide additional personnel in all serving areas; i.e., grill, sandwich bar, steam table, cashier, etc. C. State and AIl} are both willing to schedule hours of use for their personnel from 1245 to 1400 hours thus aVoidtag the Agency peak-period use. d. State has approximately 700 and AID 1,000 personnel in the area. CSI estimates that 40 to 45 percent of the total population of 1, 700 would use the Cafeteria. This would result in an increase of 680 to 765 patrons daily, thus overloading capability. Therese, if the Agency would consider a trial period for use by either State or AID, it would be necess$ry for State, AID, and GSA to jointly agree as to which group's employees would be selected to participate in the test. 5. In view of the foregoing, it is recommended that the Agency institute a 45-day trial period starting 30 August 1971 for the use of the Ames Cafeteria by other Federal employees in the Rosalyn area, subject to the following: The use of the Cafeteria will be limited to bodged employees from one agency and that this agency be State because of their smaller number of employees and having the oldest outstanding request. b. The Cafeteria hours be extended to cover the period from 1100 to 1400 hours daily, Monday through Friday, with no change in breakfast hours. c. GSI to provide sufficient additional equipment and personnel with the Agency reserving the right to judge the numbers required based on serves ice rendered. d. State to schedule or restrict use of the Ames Cafeteria to the period between 1245 and 1400 hours, with no restrictions applicable to the breakfast service. e. That entrance and exit by State employees be limited to the first flow, rear entrance of the Ames Building upon display of a Rae badge. 6.
