SUBJECT Dissemination of CIA Product
to the Public
1. Action Requested: In response to your interest
in making more of the Agency's product available to the
public, this memorandum surveys the kinds of reports now
receiving outside dissemination and explores opportunities
for the expansion of the present program. Policy recom-
mendations are then submitted for your approval.
2. Background: In reviewing MCA-60 (Subject: Proposal
for Declassification and Release of Selected Agency Publi-
cations and Histories), the Management Committee noted that
the DDI was already engaged in an extensive program to
disseminate unclassified publications. The Committee
observed, likewise, that the augmentation of this program
by the reprocessing for release of previously published
classified papers would tax resources and might stimulate
requests for access, prejudicial to security. The Committee
next directed that the DDMFS, with assistance from the DDI,
prepare for consideration a policy paper on the release of
publications in lieu of MCA-60.
The attached survey of information which the Agency
now disseminates to the public confirms that there is an
extensive program for the release of unclassified publi-
cations and that this program is located entirely within
the DDI. Most of this information is generated as a by-
product of

The Agency also disseminates a substantial amount of
information in the form of reference-type handbooks, such
as the monthly listing of the Chiefs of State and other
compiled by the Central Reference
Service an ma a available to the public through
DOCEX. Other reference aids are channeled through DOCEX
by the DDI components which produce mostly finished
intelligence, such as the economic data handbooks of the
Office of Economic Research (OER) and the China Atlas
prepared by the Office of Basic and Geographic Intelligence
(OBGI), currently listed for sale in the catalogue of the
Government Printing Office.
In contrast to these substantial programs for release
to the public of unclassified documentary sources and
reference aids, relatively little finished intelligence
of the kind which involves both collation and significant
degrees of analysis is made available for public dissemi-
nation at the present time. The most significant exceptions
are the OER contributions to the reports of the Joint
Economic'Committee of Congress, such as the recently published
MCA-60 proposed that previously published finished
intelligence reports be reprocessed for unclassified
dissemination to the public. On further consideration it
is believed that it would be more timely and less costly to

assess the prospects for unclassified distribution when
reports are scheduled for production. With such advance
planning, more reports could probably be produced in un-
classified form in the first place. Present technical
facilities readily permit the publication of unclassified
versions of reports, with nominal additional resource input,
at the time that initial publication occurs. Augmentation
of production efforts along these lines would expand
significantly the present release of information to the
public, would be in accord with the intent of the Freedom
of Information Act, and would further your interest in a
more forthcoming dissemination policy.
3. Recommendations: It is recommended that you endorse
the continuation of t e present extensive DDI program for
the release to the public of unclassified source documents
and reference aids which have been compiled primarily through
the exploitation of foreign media. It is further recommended
that you encourage the DDI and other components to explore
opportunities to increase the dissemination of their analytical
product to the public, both by the scheduling of unclassified
finished reports and through the release of unclassified
versions of finished reports at the time of initial publication.

1. CRS releases on a regular basis unclassified
biographic reference aids to the public through two
channels:
a. The Document Expediting Project (DOCEX)
of the Library of Congress--This release program has
been in effect since February 1972. Up through Septem-
ber 1973, CRS released through DOCEX 44 publications,
of which 20 are unique titles. OER also releases unclas-
sified research aids through this program.
b. Direct mailing from the Printing Services
Division to approximately 12 university libraries or
professors--This program involves Soviet unclassified
reference aids only. The program has been in effect
since 1968. The mailing list was furnished to CRS
by the DDI Coordinator for Academic Relations.
2. Per your request in the reference, lists of
the titles of the CRS publications released through
these channels during the period September 1971 through
September 1973 are attached (Attachments A and B).
A separate list of the OER unclassified research aids
that have been released through DOCEX is also attached
(Attachment C).

OCI does not release any publications or documents to the public
on a routine basis. A survey of the Office has identified only one
document that has been released since-September 1971. A study of the
new Central Committee of the Chinese Communist Party, entitled "A Look
at China's Tenth Central Committee" (September 1973), was passed to
twenty China specialists in the US academic community in early November.
