Arnold & Porter MASSACHUSETTS HALL CAMBRIDGE, MASSACHUSETTS 02138 (617) 495-4778 Dear Mr. Rogovin: As I have not heard from you subsequent to your conversation with Fritz Schwarz about the opening of Harvard mail by the CIA, I thought it might be useful if I wrote you. The matter is of serious concern to the University, and we would like to resolve it as quickly as possible. There are a few questions for which we would appreciate re- ceiving answers. First, we would like to know with some speci- ficity what Harvard mail was opened and when it was opened. (By "Harvard mail" I mean any item mailed to someone in a University building.) Second, we would like to know why Harvard mail was opened and what legal basis, if any, existed for this practice. Finally, we would like to know What assurances we can receive from the CIA on whether the practice (or any kind of surveillance of our mail) is continuing today and, if not, whether it will occur again in the future. Sincerely, Daniel Steiner General Counsel Approved For Release 2003/06/26 : CIA-RDP84-00780R006700040013-3
