Your interest in CIA/RR-GM-2, The Kashmir Question, is appreciated. As you know, the intent of these Geographic1M oranda is to bring to the attention of higher planning staffs those basic geographic elements and interrelationships which may influence the trend of current, critical problems requiring formulation or review of U.S. policy. The Memoranda require some currency of non-geographic data in order properly to identify the trend to which each report is applicable. They do not attempt to analyze and evaluate the problems, per se. 2. While certain of the comments made by your staff on CIA/RR-GM-2 are well-conceived, it was not felt at the time of working-level coordination that they were sufficiently important to require interruption of the tight time schedule under which the report was advancing through final typing and reproduction. For your interest, the following are ORR responses to the individual comments: a. Comments re paragraph 1: 1. The suggested addition of "once more" would be acceptable. Our intent was simply to identify the development which made the report desirable. We agree that the date of 1949 is correct for the sentence as published. The date of 1950 was originally intended to apply to the final demarcation of the line) 1 wring the review process, however, the terminology was changed to "agreed upon" and the date was not changed to 1949, as it should have been. 3. The comment suggests that the "new facets" are not "new." The problems certainly are not new, but the new all-weather road via the Banihal Tunnel and the recent actions of the Kashmir Constituent Assembly open up new aspects, or "facets", of the problems. b. Paragraph 5- 1. The comment suggests that two additional rivers should be added to the list of "five large rivers." Admittedly, the Kabul River could be included as a sixth river, as it is significant with respect to Pakistan plans for hydroelectric power production. However, the annual flow of water is much less than that of any of the "five large rivers" cited. The Beas River should not be considered a river of West Pakistan since it lies entirely within India. 2. The comment suggests that it would be impractical or impossible for India to reduce significantly the flow of rivers into West Pakistan. India has, during the past 10 years, demonstrated her ability to divert water from West Pakistan; and hundred of despatches, intelligence reports, and newspaper stories have been written on the subject. India has been willing to negotiate working agreements for release of water, as her facilities are not yet adequate to make effective use of all the supply. In May, 1952, a tripartite International Bank-India-Pakistan working group of engineers was set up to establish a permanent settlement, which, however, has not yet been reached. Pakistan has made some effort to develop facilities for more efficient use of her own water supplies, so that less land will be dependent on water from India. c. Paragraph 6. 1. Anyone who reads issuances of the Government of Pakistan and of the Pakistan press on the KasImnir question quickly becomes aware of their "paramount" emphasis on the religious status of the people in Kashmir. We fail to understand why this statement is "unclear as to meaning." d. Paragraph 7. 1. The information was thought to be of sufficient interest to justify its inclusion. OTTO E.
