1. The reference is attached and asks for data to develop a
baseline of the Agency's human resources employed in computer
systems development. The scope of the request and definitions of
terms are in the attachment.
2. By 25 March 1981, please send me the information asked
for in paragraph 3 of the reference. I will use your resposnes
to prepare an ODP response.

SUBJECT Computer Program Development Resources =
1. It is becoming apparent that the Agency does not have
sufficient human resources to meet its need for computer systems
development, i.e. development in the broadest sense such as
applications program development, enhancement, and maintenance;
systems programming development and maintenance; and computer
systems analysis. The resources under consideration are those
personnel, staff and contractors, whose principal duties are
directly related to automatic data processing (ADP) regardless of
whether they use component computing facilities or the central
(ODP) computing facilities. Excluded are personnel in user
organizations who use ADP incidental to the performance of their
primary functions, and non-programming staff, such as data entry
and operator personnel.

2. Statistical data available to me does not clearly
indicate our developmental resources. For instance, the
following table indicates the numbers of Agency ADP work-years
reported through the budgetary process and the number of people
that have access to the ODP VM system:

However, information of this nature is not of sufficient detail
to provide a baseline of our computer program development
capability.
3. I wish to establish a baseline of our developmental
resources. Therefore, would you send me the following
information for each component of your directorate:
o Number of staff employees whose principal
duties are directly related to the ADP
function of program development (including
maintenance and enhancement). Exclude those
employees who use ADP incidental to the
performance of their primary function, and
non-programming staff, such or data entry and
operator personnel. Include all employees who
occupy a. position on your Position Control
Register.

o Number of contractor personnel whose principal
duties are directly related to the ADP
function of program development, separately
identified. Exclude those whose contracts are
not funded by Agency funds. Q
o Amount of FY 1981 funds allocated for the
development or maintenance of software by
contractors.

4. If we are to take steps to obtain resources in FY 1983
(or better yet, in FY 1982) we need to act promptly. Baseline
information such as that requested above will assist me in that
effort, and I would be grateful, therefore, if you could get the
information to me as soon as possible, at latest by 30 March. C
