MEMORANDUM FOR THE RECORD
SUBJECT: House Permanent Select Committee on Intelligence
Hearings on Intelligence Community Automatic Data
Processing - ay 1978 - Community Overview,
CIA, NSA I
1. On 8 May 1978, the Subcommittee on Evaluation of the
House Pe ent Select Committee on Intelligence met in executive session
to hear Intelligence Community witnesses on the organization and management
of Community automatic data processing (ADP) activities. The hearing was
at the codeword security level. Security arrangements were provided by the
Committee. Witnesses were not sworn, but a transcript was taken. The
hearing started at 9:00 a. m. and ended at 11:50 a. m.
2. Committee members present through all or part of the
hearing included:
Edward P. Boland (D., Mass.), Chairman of the full Committee
Charles Rose (D., N. Car.), Chairman of the Subcommittee
Wyche Fowler (D., Georgia), Subcommittee member
Robert McClory (R., Ill. ), Subcommittee member
3. I IStaff members present through all or part of the hearing
included: is and Giza, James Bush, Annette Smiley, Michael O'Neil,
Patrick Long, and Martin Faga.
4. Witnesses and supporting attendees were as indicated on the
attached witness list.
5. I Jhe following items of interest arose during the hearing:
a. Chairman Rose indicated that the Subcommittee's main interest
was in the coordination of management and planning of Intelligence Community
ADP resources and he asked all witnesses appearing to address that subject.
He characerized the problem as one of finding whether there was anyone in
charge of such coordination. He indicated that unless Congress was satisfied
that there was adequate coordination, it would continue to apply arbitrary
spending limits to data processing resources.

b. Chairman Rose asked about how the DCI views managing
these resources, a.nd replied that the DCI sees a need for such
management but the problem is finding the. correct balance between what can
be done centrally and what needs to be made decentralized to the individual
agencies. The Chairman asked if the DCI had adequate power in this area,
and said he thought so but was not absolutely sure.
c. Chairman Rose asked Mr.. Rogers if he thought he had adequate
authority to determine in what direction planning would go. Mr. Rogers said
that, while everything is not yet entirely clear, he believed that use of the
budget authority given to the DCI, plus the cooperation of Community mem-
bers, would provide adequate authority.
d. Chairman Boland asked why the House Appropriations
Subcommittee on Defense could not seem to get a handle on ADP activities.
I Ireplied that the decentralized character of ADP activities at
a im not permit it and that the ADP inventory was first put together
through the efforts of the Intelligence Community Staff.
e. Chairman Boland asked a series of questions about the staffing
of the Office of Community Information Systems and seemed slightly surprised
at the small number of personnel involved.
f. Chairman Rose submitted a number of questions for the record
to be answered by Mr. Rogers and indicated that, as time
goes on, the Subcommittee would want as much detail. as possible on each
of the Community systems, including some indication. of how these systems
were being evaluated.
g. Chairman Rose asked the principal CIA witness, Clifford D.
May, a number of questions regarding his role as head of the Office of Data
Processing. Mr. May explained in detail his function and provided a briefing
concerning all of the ADP systems in the Central Intelligence Agency. At one
point, in describing weapon's systems analysis, the Chairman asked who was
it that decided that CIA would be in the weapons analysis business. Mr. May
responded that this was not within his area of responsibility and generally
attributed these kinds of decisions to the DCI.
h. Chairman Rose asked Mr. May to provide data concerning
utilization of CIA systems.
i. Chairman Rose also asked about the number of people who have
access to the DDO compuuter systems, and Mr. May indicated he would
provide that for the record.
j. Chairman Rose asked whether it was ever considered to charge
'1A users for NPIC or CAMS systems use. Mr. May anc both said no.

m. Chairman Rose asked how NSA made trade-offs between
21A timeliness and cost, and replied that they were not made by
NSA, that when requirements are levied upon NSA, they usually already
have a time constraint built into them.
n. Chairman Rose ended the session by making some very compli-
mentary remarks about the operation of NSA. He then urged I 21A
to cooperate with George Rogers and the Office of Community n orma ion
Systems. Chairman Boland echoed Chairman Rose's comments.
