exercised, over this use of VM resources. Please be prepared
to brief me and other senior ODP managers (possibly the ODP
Board of Directors) toward the end of January 1978 on the
following questions-
1. What percentage of total 'VM usage can be
attributed to program development by ODP? By
non-ODP?
2. What management guidelines have. been
issued regarding the use of VIM for this purpose? 4f
3. Have we ever studied the cost/effectiveness
of this Ube of VM?
4. Are there some parts of a program develop-
inent cycle that can be done in a more cost/effective.
