1. The Office of Data Processing requests approval
to provide the National Oceanic and Atmospheric Administration
(NOAA) with the assistance outlined below.
a. Description of Activity: Technical advice con-
cerning CIA ss experience with the Tape Management System
(TMS), a collection of computer programs for managing
magnetic tapes in a computer center. NOAA in Suitland,
Maryland, is considering TMS for its computer center.
Mr. Sylvester E. Walker has contacted ODP's computer
specialists and asked for a briefing on our experience
with TMS.
b. Location of Assistance: CIA Headquarters
Building.
c. Organization Involved: Office of Data
Processing.
d. Basis for Activity: The "Brook's Bill",
P.L. 89-306, encourages executive agencies to share and
exchange information related to data processing technology.
CIA is probably the only government agency in the Wash-
ington, D.C. area with practical experience with the
Tape Management System operating in a computer center
configured similar to NOAA.

e. Financial Costs: None, other than personnel
time spent in providing technical information.
f. Manpower: One to three ODP employees are
expected to spend no more than ten manhours providing
technical information.

2. ODP believes the Agency has authority to provide
the requested assistance and that such assistance is uncon-
troversial and in the best interest of the Federal Govern-
ment. We, therefore, recommend that the procedure described
in Reference b. be used to expedite approval.
