Comments on FPR 1-4.11 1101- (b) (i) (ii) (iii) and (c) have to be read in light of 1109-18; suggest that (b) merely reference.-applica- bility to contractor ADPB-procurements in certain situations and put all specifics in 1109-18. 1101(c) What criteria are to be used for "principal purpose" test? e.g., cost? mission? etc? Who decides whether commercially available ADP items are severable from overall requirements e.g., ADP management,-program. manager, CO Agency Head? Last sentence seems unclear. 1102.2 (a) Includes specially developed software - con- flicts with 1101 which states that 1-4.11 applies to commercial available software. 4th line - data should be "database," should de fine firmware. (b) Delete "packages" in second sentence - un- necessary and confusing. 1102-13 Should be clarified to show that although not part of the bid price may have cost impact on proposal if offered Also, since all offered items must be evaluated won't the bidder who does not offer the optional features have a competitive advantage over the bidders who do furnish the info? 1102-15 Unrestrictive specifications should be deleted - has no meaning - should address minimum needs. 1104 Should be revised to address specially, developed software. 1104-2 Also contains software discrepancy. 1108 Should reference 1109-4 and 1103-4. 1109-5 Seems ambiguous. Does'the exception.(", except for FSC group-76 ... etc... " ) refer to the beginning of the clause, ("The provisions of Subpart 1-3..6.
