Approved For Release 2000/09/03 : CIA-RDP84-00933000400030023-2 OUP-0-025 ~i January 15JO Mr. Robert A. Coyer Assistant Commissioner office of Policy and Planning General Services A.t1ministration Washington, D.C. 0403 . Coyer -., Thank you for allowing us additional tiw-tcr to review ara co n-ent on a ro osal (Project 79.62) to imams the Federal Property ? anaag cent Regulations (FPM ) The Wro-- pQs;l provides standard terminology for a ;e in solicits documents that rec;uire comslliartce with Federal. Information Pro,ossing Standards (rips) 60, 61, 62, and 63, the recontly pro*-ulg .tee input/output (1/0) interface eria; s of standard s. e proposal also 4_=rovi .a s reference to YIPS Publication 66, Standard Industrial Claassifccltion (SIC) Codes. We notice in the:ropc+saals that procedures for verifi- cation of Qoa ,fiance witia PIPS will be issued by t to atio, ial Bureau of Standards, We assume: we will have an o lortunity to review the procedures before they are paibl ialie 1. The I/O interface series of FIPS require 'ha . a waiver be obtained from the Secretary of Go ere blears soiicitatioa documents are issued. Approval of the waiver woul4 be granted if, in the judge cent of the Secretary and song other consider- ations, a major economic or operational impact would occur through conformance, with the : tafdard.. Tha rer uirea ent that waiver ap rov, must granted before solicitation docu:aents are issued coult'- be, in some cases, a detriment to the Government.. One z shod of evalua ting an ? cono nic impact is through be evaluation of res onses to a solicitation. Also, one r ethzoi of evaluation of new technology and its potential impact on c:3 Is through the evaluation of res; ioa.al require- to a solicitation. Approved For Release 2000/09/03 : CIA-RDP84-00933R000400030023-2 Approved For Release 2000/09/03 : CIA-RDP84-009338000400030023-2 We believe that an agency should have sc sat latitude as to when and where in the solicitation procssa it will request a waiver. Therefore, suggest that the sentence 1.11 the fcnxr FIPS that reads, "No action shall be taken to issue solici- tation documents or to order equipment.-which does ,riot conform to this standard..." be changed by deleting "to issue solici- tation documents or . " We also suggest that the propose-: amendment to the FP14R's changed accordingly to permit waiver re juests and approval after solicitation evaluation. This approach would permit evaluation of all offerors, both those compliant with FIRS as well as these that are non- compliant, would provide more complete information to d.eter s ine if there are significant advantages to the Government for acquiring a system that is not compliant with FIPS and would still be within th spirit of the standards Program.
