We believe that an agency should have sc sat latitude as to
when and where in the solicitation procssa it will request
a waiver. Therefore, suggest that the sentence 1.11 the fcnxr
FIPS that reads, "No action shall be taken to issue solici-
tation documents or to order equipment.-which does ,riot conform
to this standard..." be changed by deleting "to issue solici-
tation documents or . " We also suggest that the propose-:
amendment to the FP14R's changed accordingly to permit
waiver re juests and approval after solicitation evaluation.
This approach would permit evaluation of all offerors, both
those compliant with FIRS as well as these that are non-
compliant, would provide more complete information to d.eter s ine
if there are significant advantages to the Government for
acquiring a system that is not compliant with FIPS and would
still be within th spirit of the standards Program.
