Comments on Proposed Replace sent for
Executive Order 11905
This memorandum confirms ODP"s oral comments given
by EO/ODP to EO/DDA on 18 August 1977 by telephone. ODP' s
only comment related to the inconsistency of statements
related to "services of common concern."
Page 14, paragraph (ix) states, '(The Director of
Central Intelligence shall:) Promote the development
and maintenance of service of common concern by
designated foreign intelligence organizations on
behalf of the Intelligence Community."
Page 23, paragraph (10) states, "(The senior
officials of each of the organizations in the
intelligence Community, ..., shall:) Participate,
as appropriate, in the provision of services of
common concern as directed by the Director of
Central intelligence."
Page 25, paragraph (7) states, " (... the CIA shall:)
Conduct, for the Intelligence Community, the services
of common concern as directed by the National Securit
Council." The remaing statements in Section 4 . , Responsibilities
and Duties of the Intelligence Community, do not
mention services of common concern for the Department
of State (page 26, paragraph (d)), The Department of
the Treasury (page 27, paragraph (e)), Department
of Defense (page 28, paragraph (f)) , The Department STATINTL
of Energy, (page 32, paragraph (q)), The rederal
Bureau of Investigation (page 33, paragraph (h)), or
The Drug Enforcement Administration (page 35, para-
graph (1) .
