1. Discussion of the candidates nominated for the position
of Information Control Officer in the Information and Privacy
Staff was the first order of business at this meeting. The
nominees for the vacancy were:

Since the nature of this position is somewhat varied.
from the positions normally filled via the DDA Personnel Panel,
it was decided to deviate from the normal nominating procedure
and to send the names of three candidates to the Information
and Privacy Staff for their selection. However, the nominating
memorandum will show the order of preference as expressed
through the voting.
2. A discussion of the quota system presently in use for
establishing numbers of attendees for the Midcareer Course
took place. The history, background and rationale for some
of the previous systems were mentioned as well as a detailed:
explanation of the system currently in use. After considerable
discussion it was decided that commencing with the quotas to
be established for the courses beginning in Calendar Year 1978, the
figure will be based on the total of GS-12 and GS-13 positions
apportioned to each Sub-Group. A percentage of the total of
all DDA GS-12 and GS-13 positions will be ascertained and that
percentage will be applied against the total number of spaces
allocated to the DDA (presently 35). The FY-end figures will be
used in determining the number of GS-12 and GS-13 positions. A.
memorandum announcing this policy will be forwarded prior to
the release of the quota.
