The enclosed material is provided in response to thi.-
r..eferent memorandum.
You will note that none of the cost-related changes have
yet been negotiated. When they are negotiated each will result
in a contract amendment.
The expanded communications installation and the study of
expanded functionality have been funded by other components to
satisfy their needs.
The enclosed target cost summary sheet which was part of
the CSPO negotiation preparation, describes in general terms how
S TTINTL the initial proposed cost was negotiated to A more
complete analysis is under way relative to the hardware quantities.
The hardware costs, of course, were representative numbers as the
actual REP for hardware was not to be prepared until early 1.980.
The final negotiation was for a combination of specific and wel.l-
known elements as noted and speculative costs which then Formed
the basis for lost goals.

some length during our upcoming review.
