ACCOMPLISHMENTS AGAINST PLAN: STATINTL A. System Acquisition Phase Prime Contract - During this period the main thrust of the contractual activity shifted from requirements analysis to system and subsystem design activities, the supporting analyses, user language concept formulation, and integration and test planning. On 12-14 February meetings were held between representatives from the Consolidated SAFE Project Office (CSPO) an==o resolve those problem reports which had not been resolved at the January System Requirements Review. By the end of the meeting 485 of the original 516 problem reports had been resolved. The remaining items are not expected to delay publication of the baseline System Requirements Specification in March. System design focused on the following activities: Preliminary allocation of system requirements to subsystems using the proposed design from the Design Competition Phase. Establishment of detailed outlines for the three major system design deliverables: System Design Specification; Subsystem Interface Control Docu- ments; and Subsystem Development Specifications (B1) . Refinement of system design through: development of a layered network architecture model; defi- nition of major system transactions; and subsystem process design. Other design activities included work on the System Reliability, Availability, Maintainability Analysis Document, allocating performance requirements and loading parameters to subsystems and defining the initial set of top-level concepts for the user interface and language. Definition of SAFE test concepts is in progress and the outline for the SAFE Test Concepts Document has been prepared. The initial phase of the ADPE specification activity resulted in delivery of a coordination copy of the hardware request for proposal (RFP) package to the CSPO for evaluation. The Government is now reviewing this document with the goal of issuing it to prospective bidders in mid-March. This study is expected to take approximately 5 months. In addition, negotiations were completed with the subcontractor selected to install the coaxial cable system in the CIA Headquarters Building. A letter contract to begin work will be issued shortly so that work can begin before the subcontract is definitized. According to Ocost performance reporting, this period was essentially on target with respect to cost. Most project areas are operating on schedule. There are behind- schedule conditions (typically not more than a week) in several areas; th ave not yet affected any major milestones or deliveries but intends to give them increased project management attention during the next period. II. ACTIVITIES PLANNED FOR MARCH 1980: System Acquisition Phase Contract - The baselined system requirements specifications will be published in early March. A conversion requirements analysis work plan will be defined and conversion requirements analysis will begin. System design refinement will continue. The hardware RFP will be issued to prospective bidders approximately 28 March. A change proposal will be prepared on the Government's request to delete the contractor's procurement of terminals for both CIA and DIA from the contract. Work will begin on the installation of the coaxial cable in the CIA Headquarters Building when security clearances are completed for contractor personnel, now anticipated for early April. A. DCI Panel Briefing - On 8 February, an gave a SAFE status briefing to the DCI's Scientific Technical Advisory Panel. The briefing covered cross-Agency ADP and bibliography reference systems. STATINTL STATINTL Congressional Briefing - briefed Messrs. Kimel and Prosser of the Investigative Staff of the House Appropriations Committee on 12 February. Resource Management Office also attended. C. Operating Organization Briefing - On 29 February, members of the CSPO staff gave a SAFE status briefing to representatives of DIA and CIA operating organizations interested in the SAFE Project. The review was started because cost estimates and scheduled availability for the equipment appear high and late respectively. Representatives of the CSPO, the CIA Office of Communications and NSA are to meet on 27 March to resolve this issue.
