This memorandum outlines the funding requirements from the Office of Communications and the Information Management Staff to provide wideband cable capacity to the entire Headquarters building. $194,000 is required of Office of Communications and $203,000 from Information Management Staff are required as outlined below. 2. Background - The SAFE Contract currently calls for installing the cable with distribution covering only those areas of the building where NFAC is located; this allows approximately 50% of the building access to the cable. Sub- sequent to the signing of the contract, the DDO expressed interest in extending the cable to cover some of their office areas, and transferred $250,000 for that purpose. We estimated that satisfying DDO's needs would bring the building coverage to approximately 85%; we then proceeded to ask the SAFE Contractor for a proposal to do the entire building. The SAFE Contractor responded with a proposal for $647,000 for the increased scope. We estimate that the $647,000 breaks down into $453,000 to cover the DDO areas, with the remaining $194,000 to finish the building. Taking into consideration the 250K already transferred by DDO, and assigning the bill for com- pleting the building to OC, we came up with allocation suggested above. Current planning includes $250,000 from OC to install a second "backbone" cable in addition to the above amounts. 3. It is requested that action be taken to provide additional funding of $397,000 to install the Wicleband Coaxial Cable throughout the Headquarters Building. It is suggested that OC and DDO provide $194,000 and $203,000 respectively. The rationale for this allocation is described above. Without the additional funds, approximately 30% of the building will not have access to the cable, including some areas where DDO has requested access. A delayed commitment on this extension will result in an increase of about $200,000 when the work is done. 4. These may be FY-80 funds committed to Llie contract at once or FY-81 funds available in time to continue the ~J. We must, however, advise of our commitment in orders them to execute the subcontract. Please advise me of the availability of funds by 3 March to permit notification of our contractor. I am available to review the cable plan again with you to support this request.
