The SAFE Steering Committee was briefed on 25 February and we are prepared to provide a short briefing on the current status of the program. We will make arrangements for the briefing with your respective staffs. Your desire for future information on the program will be solicited at the briefing. Attached is a background paper outlining the project scope and background and the make-up of the Steering Committee which reviews the project quarterly. Attachments: As stated STAT Approved For Release 2003/12/18 : CIA-RDP84-00933R000500090023-5 Approved Fo elease 2003/12/18 : CIA-RDP84-009a 000500090023-5 BACKGROUND FOR DCI, DDCI, D/DIA 5 March 1981 Support for the Analysts' File Environment (SAFE) Mission: Support improved accuracy and timeliness of intelligence by providing user-specified information handling tools to analysts. o Immediate accurate and complete dissemina- tion of information to analyst o Development of private working files o Immediate access to encyclopic data bases o Improved currency of the data base o Support to finished intelligence production Key Events: o CIA - Initiated project 1975 after 2 year feasibility study o DIA - Initiated similar project 1975 as outgrowth of installation upgrade plan o Combined in January 1978 under CIA's SAFE Project, by D-DIA and DCI in response to 1976-1977 Congressional pressure. Consolidated Office with integrated staff formed to manage the total program. o Design Competition Contracts awarded in 1977 - GE/TRW o Consolidated the functional requirements of two Agencies in 1978 o Cost-Plus-Award-Fee Contract awarded to TRW for full system development and delivery 1979. High degree of common software (70%), identical system architecture, same hardware types. o Commercial data processing hardware throughout the system except in commu- nications. o System design permits open-ended expansion. o Data Processing hardware is sub-contracted by TRW to Burroughs. Results of a fully competitive procurement. o Design and Development are well underway. o Encountering normal development problems in transition from requirements to design. o Development is under a DCI imposed cost ceiling which currently appears adequate for satisfying basic needs. o CIA site is being prepared in two increments - one complete in June 1981 and the second in 1982. o DIA site will be in the new Defense Intelligence Analysis Center with occupancy in late 1983. o Contractor staffing currently at 230 or 36 under plan with commensurate budget under-run. o Contractor's schedule is generally holding with minor slips. o Detailed reviews of all phases of devel- opment in routine process.
