1. The SAFE printer procurement plan has been reviewed
in light of the moratorium on ADPE procurement; the printers are
part of the TRW contract at this time.
2. The local and regional printers for SAFE will be procured
as follows:
a) The local (to terminal) printer will continue its
present course of a competitive Agency procurement.
Once the selection has been made, and if the moratorium
precludes award, TRW will be directed to procure the
selected printer for delivery to the SAFE project
for integration with the GFE terminal. The RFP will
be worded to permit such an option (see attached).
b) The regional printer Selection Process will be
coordinated Agency wide and accomplished by CSPO.
If the moratorium precludes award of an Agency
contract, TRW will then be directed to purchase
the selected SAFE printers for integration into
the SAFE system.
c) These Printers will be the Agency standard printers
in these categories. ODP will purchase under the
resultant contracts when and as the moratorium is lifted.
3. These arrangements have been reviewed and concurred
in by C/PD/OL, C/ADP&E, and the SAFE Procurement Officer.

1. The SAFE complement of Printers included in subject
RFP is not a new obligation. It is an old obligation incurred
by this Agency on 18 May 1979. Therefore, it is requested that
the solicitation process for printers continue on schedule through
contract award. The initial quantities awarded should include
the SAFE complement of printers.
2. In the interest of retaining procurement options,
it is recommended that the solicitation include a clause which
accommodates the extension of the offerors prices, terms and
conditions to Prime Government Contractors - specifically TRW,
the Prime SAFE contractor. This action will insure CSPO's ability
to acquire the selected printer on a directed subcontract basis
via TRW at the prices offered the Agency. It is in CSPO's best
interest to retain such an option in the event that the moratorium
stops the Agency procurement process.
