Clarus W. Rice Director of Central Reference SUBJECT . Comments on Draft Paper by DCI's Scientific and Technical Advisory Panel 1. The following is a summary of a draft paper that has been prepared by of the DCI's Scientific and Technical Advisory Panel. The draft paper has been forwarded to OCR and ODP for comments by COB 4 April. We will forward a copy of our reply for your information when it is completed. The thrust of this concepts paper does not differ much from the main points ex ressed in the meeting that we had on Wednesday with Messrs. ikkiki In effect, their concepts paper says: a. There is a need to expand the Community role in SAFE. -- They are concerned that there is no Community ADP/ communications manager; that SAFE is not being integrated into any overall Community plan; that there is a need for stronger Community management in SAFE; and finally, that SAFE needs to consider Community requirements as well as NFAC requirements. b. The technological qualifications of SAFE management needs to be improved. -- The authors feel that the major problem in SAFE is technological. To provide the technical advice and assistance, they recommend that the DCI create an expert panel composed of Agency, Community and contractual members referred to in the paper as an Advisory Counsel on Technology (ACT). ACT would be responsible for monitoring and reviewing on a continuous basis SAFE development, and SAFE requirements for the DCI and the SAFE managers. c. Because of the size of the ultimate SAFE system (characterized as a large and intimidating R&D effort), the authors feel that a pilot SAFE project much larger than the Interim SAFE Systern needs to be implemented and experimented with for several years before we embark on the development of a large SAFE system. -- The authors accept the validity of the Interim System as an approach to collecting data but the pilot SAFE would provide more and better data; it would be tested CIA INTERNAL USE ONLY Approved For Release 2002/01/08 : CIA-RDP84-00933R000500120019-6 CIA INTERNAL USE ONLY Approved For,elease 2002/01/08 : CIA-RDP84-009338000500120019-6 SUBJECT: Comments on Draft Paper by DCI's Scientific and Technical Advisory Panel by the entire Community, not just NFAC; it would be linked to the rest of the Community through COINS; and consolidated SAFE Community requirements could then result from this "pilot Community SAFE system." d. The authors also recommend that the Agency invest additional effort in determining how ,dFAC analysts do analyis. This effort would rabably be undertaken in their view by_ORD with contractual help . 2. To accomplish the above, recommend that we delay review and acceptance scheduled for late 1980 and early 1981, and instead expand the Interim System, which they feel can be accomplished within a year. 3. In the last paragraph of their concepts paper, the authors recommend that ACT "be prepared to exercise both review and monitoring functions with some intensity. They characterize ACT's immediate duty as one of advising the DCI and SAFE management about the "design review and possible acceptance this summer." They admit that this proposal is contrary to their opinion that SAFE ought to be delayed or modified. Clarus W.
