MACHINE DIVISION
This chapter will. deal ?rich those aspects of the
Machine Division (SID) hot related to the Intellofax System.
Close too- 50 percent of MD's activities from 1947-67 were devoted
to the Intellofax System and as such are discussed in detail in
chapter r..- (Intellofax).
The first responsibili * bf the Office of the Chief of the
Reference Branch., Office of .'Reports and Estimates (ORE),

efficiently recrbding and filing intelligence information and
intelligence in a readily accessible state for later listings, tabulations
and statistical reporting by machine research techniques for CID
Tentttal Intelligence Groin and the member agencies. More specifically,
the Central Index (MD first nave) was to
1. Index, by business machine I4$4 procedures the subject matter
of all available reports, and other documents, of a foreign

2. Locate and identify on request all available intelligence
material pertaining to any specific foreign suvject or area.
9. Analyze the Index at regular intervals to determine super-

gence on any subject of interest to the national security.

for appropriate action.
5, Prrpare and distribute accession lists of all newly acquired,
impatant foreign intelligence documents.

Historically the Machine Division had three names from

1947-67. It was f~rganized as the Central Index of the I'eferenoe
from early 1947 until the merger of the nef erence Center with the
office of Collection and Dissemination (OCD) in May 1948.. Under
the new OCD, it was designated the Machine McChods Division. (M D)
which name it retained tntil 1950 Then it became the Machine Division.
It remained ND until September 1966 when ehe Office of U%entral
Reference (OCR, successor to OCD) reorganized ands machine elements

Through a recOn-endation based on a
Management Survey of machine methods in the Agency, a-he Administrative
Projects Branch was established in the Centre. Index in the fa-11 of
194'1 to perform acc ting and administrative records -Tfork on a
punched card basis for the Acfninistrativ" Staff of fie Agency.

One of the earliest non-OCD jobs that I,D assumed in 1943
and continued until 1967 was work for the National Tr _e?ligence
Survey (HIS) Gazetteers. A punched card procedure wrss developed in
order to produce gazetteers of place names for the NIS prograxa. Fof
purposes of sffici ent operation for an unclassified project, the key
punching T.es performed in the Board of 4eorgarphic Nam.-s (BGM), South

supervisor) were those of MD. In a report to the Clark Committee in
191S the AD/CD stated that this activity consumed 5 percent of MD's

manpower. In 1959 support iD this program cost OCR $35,635.
In April 1962 % MD moved the two key punch operatprs from Interior to
Headquarters because of the inability of BGN to release material for
punching on an even fl ow The scarcity of trained keypunch personnel
at a time when MD t s punching requirements for all customers were increasing
forced !' in 1963 to contract the job to a commercial keypunch service.
