SUBJECT: Requirements for confirmation or amplification
of information collec '.ed by CIA facilities
1. It is necessary to guard against the possibility of compromising
OO/C or OSO sources by sending Collection Directives to other agencies
concerning reports originating with 00/C or OSO.
2. Henceforth no Collection Directive will be sent to an agency
outside of CIA requesting confirmation or amplification of information
collected by CIA except with the approval of the CIk collecting office
concerned.
3. Requirements originating in CIA which are based upon OO/C or
OSO information reports will, henceforth, bear clear indication includ-
ing the report Number that thia'is the case.
4. Upon receipt of such requirements Liaigpa Branch will ascertain
'from the originator of the referenced report whether or not there is
objection to dispatch of a Collection Directive concerning the content
of the .rel.ort to another agency- in each case explaining why it seems
desirable to approach such other agency.
5. In the event tiiat clearance is refused by the CIA originator
of the referenced report then the Collection Directive vill not be
issued outside of CIA. If CIA Laeilitles are unable to obtain the
desired confirmation or amplification then the originator of the re-
quire-t ent will be advised that the requirement has been closed out as
?Withdrawn?.
