CIA AND THE CIVIL DEFENSE PROGRAM
1. CIA will have observer status on the new Emergency
Mobilization Preparedness Board (to be chaired by the Assistant
to the President for National Security Affairs).
- irector/NIEPS, is a member of a FEMA-
chaired Civil Defense Working Group of this new
board.
- One objective is to come up with some concrete
planning to give effect to PD 41 of 1978.
2. Our Intelligence Community efforts under PD 58 and the
planning for the National Intelligence Emergency Support System
are also, of course, related to the new efforts, as is the new
look bein taken by the new CIA Interdirectorate group (under
at CIA's own emergency planning.
3. The Civil Defense effort will be banking on inputs from
the strategic intelligence estimative process for guidance on the
nature and strength of any Soviet attack. DIA, moreover, is
drafting for the Corrinunity a new study of Soviet Civil Defense,
which is also expected to serve as an input to US planning.
