MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: NSC Meeting on Economic Aid to Poland

1. Tuesday's NSC meeting on economic aid to Poland has been rescheduled
for 1530 tomorrow. 0 25X1
2. We just received the attached NSC discussion paper, which makes the
same proposals made by Secretary Haig in his memo to the President (Tab G).
The purpose of the meeting will be to discuss and decide on his two proposals:
-- $100 million in emergency assistance
-- attempt to create a $2-2.5 billion multilateral assistance
package 0
3. The NSC paper is clearly pro-aid. It draws upon some of NFAC's
work. I believe that Bob's 4 December memo to you puts this issue in the
proper perspective. 0
