SUBJECT: Status of Libyan Terrorist Activity
1. For some time pre-dating the 19 August 1981 Gulf of
Sidra incident, Qadhafi identified the United States as his
"principal enemy" to the extent that he believed reports that
the U.S. intended to kill him. Sidra reportedly convinced
Qadhafi to seek retribution through the assassination of a
high-level U.S. official - the President if possible.
2. The 1980 assassination campaign against Libyan
dissidents demonstrated that assassination is considered by
Libya to be a valid political. weapon in defense of the Islamic
Revolution. Recent U.S. actions can only be interpreted by Libya
as a continuation of an attack against the current regime. Since
August 1981, the volume of reports from disparate sources can
lead only to our conclusion that Libyan intention to commit
violent acts against U.S. persons has been established.
4. It is our opinion that planned Libyan acts against the
U.S. may have been put in temporary abeyance. We continue to
believe that these plans could, and may, be reinstituted on
short notice. Libya maintains the capability and, we believe,
the intention of striking U.S. interests.
