MEMORANDUM FOR: Director of Central Intelligence

Briefing on the Soviet Threat
1. In order to backstop you for today's NSC meeting, I poked around to
see what I could learn about briefing on the Soviet Threat.?
2. According tol you heard his briefing during your visit ZbX1
DIA several months ago. It is a briefing that he updates periodically and
is given to senior U.S. and Allied officials. It focuses essentially on current
developments in Soviet strategic and general purpose forces and includes a
lot of good imagery--a sort of "gee whiz" presentation. 0 25X1
3. Two I people went over the briefing this morning25X1
with John and found no significant problems with the content. John necessarily
has condensed the briefing for the President and focuses mostly on strategic
developments. Our people certify that John is in basic agreement with current
Intelligence Community jud ments, particularly those being included in this
year's Strategic Estimate (NIE 11-3/8). and Evan Hineman mentib W
that John always has been careful to base his presentation on Community findings
and invites CIA review. 25X1
4. Based on the above, you should le to concur in general with
John's briefing, should you be asked.u I 25X1
