MEMORANDUM FOR: Director of Central Intelligence SUBJECT: Deputy Director of Central Intelligence Deputy Director for Intelligence Libya Working Group Meeting, 24 February 1982 1. The Libya Working Group met on 24 February to set in train preparations to implement the decisions expected to be made at the.-NSC meeting on Libya on 25 February. It.vis clear that any new steps against Libya will involve a major effort by numerous departments and agencies and the more extreme possiblities will be a nightmare so far as implementing regulations, congressional relations, and relations with allies and other Arab countries are concerned. 2. The following tasks have been laid on, for completion by 26 February unless otherwise specified: -- State is to prepare two sets of cables for use in consultations with other governments. One will cover the specifics of USG plans and the reasons therefore in general terms. The other will be an intelligence "bill of particulars." I offered to provide the material we have recently pulled together as the basis for this. We will be in touch with the DO to obtain the necessary clearances. -- Commerce and Treasury will give State some inputs on what is not being done -- financial sanctions, third country measures, etc. -- for use in consultations. State will do a strategy paper for congressional consultations, laying out the committees and individuals to be contacted and by whom. State will develop questions that may be asked on the Hill and other Agencies will be tasked to prepare answers. State will begin work on press guidance to be used once the decisions are formally announced or become known through leaks. In the short run, however, the guidance is, "We do not discuss the details of NSC deliberations." -- Commerce will begin developing procedures for implementing any boycotts or embargoes that are decided upon (completion in two weeks).
