The group first reviewed the outcome of the October 16 NSC meeting. It was agreed that the President needed fuller documentation to assist him in making a final judgment. The SIG tasked a small drafting group to prepare an introduction to the options paper and a clearer illustration of the pros and cons of each option. 'A drafting group was tasked to prepare these documents drawing on certain questions outlined at the SIG and papers in progress within Commerce, tasked within CIA, and to be written in State and Defense. ACTION ASSIGNMENTS The drafting group under Acting Assistant Secretary Ernest Johnston and composed of a single representative each from the Departments of Defense, Commerce, Energy, the NSC and the CIA is-to meet at 4:00 p.m. on October 22 in Room 6828 of the State Department.
