Options 5 through 9 of the IG op- tions paper were discussed and agreed to, subject to minor in- sertions and changes requested by Defense and the Joint Chiefs of Staff. These changes will be made and a revised paper pre- pared by COB Friday, November 27. At 4:15 p.m., the restricted session was expanded by the addition of OMB, Treasury, STR, Commerce, Justice and Energy. Options 1 through 4 were discussed. Both Justice and Energy pointed to difficulties in implementation. No vote on these options was taken. All present were instructed to submit revisions or new material for inclusion in the paper by noon Friday, November 27. Silence would signify concurrence. The target for moving the subject to the NSC was set in the week of November 30. NSC Director Allen suggested that the subject might be brought to the President's attention first through a small briefing, perhaps using NSPG time, and later through a full NSC meeting or meetings. He emphasized the need to maintain strict confidentiality. Chairman Clark emphasized to all that the options as stated were subject to modification to suit changing circumstances.
