On the shorter range systems the SIG agreed to support-Op- tion A in the SIG memorandum, which called for tabling a draft treaty without specific language on these systems. The OSD rep- resentative gave conditional approval subject to further consul- tations in Defense. On the question of an INF range floor, JCS proposed a for- mulation that described the desired range in terms of the capa- bilities of the Soviet SS 12/22 system rather than as a fixed numerical limit such as 1000 km. The SIG accepted the JCS ap- proach in principle and tasked the INF working group to draft suitable language for IG review. It was agreed that language on the range floor question would not limit non-nuclear delivery systems or prejudge the question of aircraft in future negotia- tions. Action. Assignments (1) The Working Group will draft treaty language defining a range floor proposal in terms of present SS 12/22 capabilities for review at the IG and SIG levels. (2) The delegation in Geneva will be provided a draft treaty text for tabling in the current round which does not in- clude a detailed position on shorter range systems, and which resolves the range floor issue as described above.
