The Defense representative stated that DOD would reach conclusions in two weeks on an appropriate assistance package based on Somalia's needs as expressed during Defense Minister Haji's visit to Washington and the U.S. assessment of how visible improvements can be introduced rapidly. Defense is also dis- cussing a plan to purchase Soviet equipment captured by the Somalis which could provide $5-$10 million in immediate cash. The SIG agreed to examine ESF.possibilities, as well as the problem of allaying Kenyan concerns over expanded U.S. military assistance to the Somalis. ACTION ASSIGNMENTS State will insure that the SIG decision concerning $10 million in FY82 FMS for Somalia ning for a supplemental. is taken into account in plan- Defense will continue its survey of assistance options and a purchase of captured Somali equipment. The IG will examine the use of ESF and the problem of Kenyan sensibilities.
