SUBJECT: SIG Meeting on Somalia, January 29
SUMMARY OF CONCLUSIONS
A Senior Interdepartmental Group (SIG) meeting on the
question of military assistance to Somalia concluded that $10
million in FMS funding should be incorporated for Somalia in
the projected $112 million supplemental budget request. The
Defense representative stated that DOD would reach conclusions
in two weeks on an appropriate assistance package based on
Somalia's needs as expressed during Defense Minister Haji's
visit to Washington and the U.S. assessment of how visible
improvements can be introduced rapidly. Defense is also dis-
cussing a plan to purchase Soviet equipment captured by the
Somalis which could provide $5-$10 million in immediate cash.
The SIG agreed to examine ESF.possibilities, as well as the
problem of allaying Kenyan concerns over expanded U.S. military
assistance to the Somalis.
