Ambassador Stoessel announced Secretary Haig's decision to name Under Secretary of State James Buckley to head the high-level mission to Europe. In light of the issues unresolved at the SIG, it was agreed that agencies would contribute to the terms of reference through papers described below. The SIG will reconvene on February 16. Action Assignments 1. Each SIG agency (DOD, CIA, JCS, Treasury, Commerce, NSC, OVP, USTR, State) will prepare separate papers of three pages length maximum stating succinctly the objectives, trade-offs (i.e. what we would offer and what we would seek to obtain), probable gains, and probable costs of the preferred strategy to be adopted by the high level mission. These papers should conform with the presentation in the NSC draft objectives paper. Papers should be submitted to the SIG Chairman through S/S-S(IA),-Mr. Tain Tompkins, Room 7241, (tel. 632-5804), by COB Thursday, February 1,1. 2. The SIG instructed Legal Advisor Robinson to coordinate a working group of SIG agency legal counsels to prepare an assessment of the legal implications of certain options discussed at the SIG. Results are to be reported to the SIG on Tuesday, February 16. Treasury is requested to extend its.paper into a fuller analysis of the impact (a) of no further government credits or guarantees to the USSR, (b) of no further government- subsidies to credits or loan guarantees to the USSR. 4. State is instructed to prepare a paper examining the impact on our European Allies of the various courses` of action available to us. 5. The SIG Chairman welcomed the STR offer to do a paper on the impact which extraterritorial application of US export controls will have on the US trading position and the role of US multinationals in Europe. 6. Under Secretary Buckley will lead the high-level delegation and have responsibility for final preparations in support of the mission. L.
