SUBJECT: 21 December SIG on Peaceful Nuclear Cooperation
with China
and I represented CIA at the captioned SIG. There was
substantial discussion of the paragraph on intelligence supplied by CIA.
Participants who wanted to discourage nuclear cooperation with China wanted
the paragraph strengthened; those who wanted to encourage cooperation wanted
it weakened. We insisted on quoting verbatim from published intelligence
material and to that end agreed to a minor change that converted a paraphrase
to a direct quotation. Having accomplished that, we followed Ambassador
Kennedy's lead and declined to get into a discussion of intelligence evidence
subsumed by the paragraph on intelligence. The remainder of the meeting
was taken up with a line-by-line discussion of the options to be presented
to the White House. Since CIA did not vote on these options and has nothing
to do with their writing, they are not reported here.
