Definitions of Priorities
Priorities are expressed in the matrix by ordinal numbers from 1 through 7 in
descending order of importance or urgency. Values below 7 appear in the matrix as
blank spaces and are explained in the definitions below. Each assigned priority
represents the relative importance of the subject to users of intelligence. Priorities
assigned do not reflect the degree of difficulty or ease with-which the information can
be obtained, the extent to which it may already be on. hand, or the specific nature of
any needed intelligence collection, processing, or production activities.
The definitions of the priorities are:
I-Intelligence vital to U.S.. national survival;
2-Intelligence of critical importance to U.S. political, economic, and military
interests;
3-Intelligence of major importance to U.S. political, economic, and military
interests;
4-Intelligence of considerable importance to ,U.S. political, economic, and
military interests;
5-Intelligence of moderate importance to U.S. political, economic, and military
interests;
6-Intelligence of some importance to U.S. political, economic, and military
interests;
7-Intelligence of interest for U.S. political, economic, and military policy
planning and execution.
