SIG, Defense Policy, Meeting on Chemical Weapons 1. On 16 November I attended a meeting of the SIG, Defense Policy, Chemical Weapons, chaired by the Under Secretary of Defense for Research and Engineering. The meeting was called to review DoD recommendations--requested by Judge Clark--on Administration strategy to restore funding for US chemical retaliatory/deterrent programs (see attached Issue Paper). The recommendations approved by the SIG were: -- to seek reprogramming of FY83 funding for chemical weapons facilities construction. and FY84 funding for production (Option 2); and -- to undertake ancillary working group efforts to plan and coordinate the Congressional presentation and develop approaches to the Allies on improving NATO chemical preparedness. II 2. SIG discussion largely focused on the Congressional presentation and our approach to the Allies. I noted there was no dimunition of Soviet ClWJ efforts, and we agreed that Congressional appreciation of the threat was not at issue. Public attitudes are problematic, however. A new unclassified report on CW use in Afghanistan and Southeast Asia--updating a March 1982 report--will be released later this month by State. The Intelligence Community has been an active participant in this effort. F] 3. Jim Dobbins and Bob Dean from State both stressed the sensitivity of the CW issue in Europe. Dobbins noted that with the focus in Europe on INF, this is not the optimum time for seeking Allied commitments on CW. It will be difficult to sustain with the Europeans the idea of US unilateral decisions on stockpile modernization, yet consultations with the Allies will be difficult and expressions of support unlikely. The standing IG on CW Arms Control will be tasked with assessing approaches to the Allies on improving NATO's chemical preparedness posture as well as moving out in pursuit of arms control objectives. I will keep you informed as this effort moves forward. I foresee a continued positive role for the Intelligence Community.
