MEMORANDUM FOR THE CHAIRMAN OF THE SENIOR INTERAGENCY GROUP INTERNATIONAL ECONOMIC POLICY NSC Review Completed. Tasking for the Senior Interagency Group -- International Economic Policy (SIG-IEP) to Examine U.S.-European Community (EC) Relations The SIG-IEP is directed to undertake a full review of current U.S.- EC economic relations. This work should build.on the status and options papers developed for the NSC meeting.,on July 16, 1982. This review should consider, inter alia, the following questions: 1. What are the objectives of recent and current U.S. economic policy toward the European allies and the European Community? 2. What is our assessment of present economic relations between the, U.S. and Europe, and what are the implications of this situations for broader U.S. economic policies (e.g., %GATT Ministerial), political interests (e.g., alliance solidarity on Poland), and security relations (e.g., INF deployment)? 3. What are future decision points that might produce new frictions or new surprises in U.S.-European economic relations and there- fore need to be managed? 4. What is the general approach in both content and style that we wish to take in responding to European concerns (e.g., high-level missions, special invitations, etc.)? 5. What are the options and recommendations concerning U.S. responses to specific issues, including: .steel; agriculture; U.S.-USSR grain agreements; and GATT Ministerial. 6. What is our public affairs strategy for presenting U.S. policy objectives and actions on a coordinated interagency basis to the public, Congress and the press?
