State Dept. paper presents accurately the reluctance of Allies to back drastic actions against Soviet Union now. 2. "IV. Assessment" fails to mention the "Marshall Plan" option (II. A. 5.). This might be worth taking up with our Allies, if only to demonstrate US is capable of positive thinking. French themselves- prior to martial law-had suggested such an option. Germans might still object that Marshall Plan is provecative (it is), but at least it would have virtue of smoking out jact whati intentions are vis-a-vis EE relations with West. The President, of course, has already alluded to the Marshall Plan in his initial speech on Poland. It need not be seen as a "bail-out" of Polish economy (cf. "Cons" under II.
